Form element error state not visible on Windows high contrast

Problem/Motivation

When there is a validation error on a form element, the error state isn't visible on Windows high contrast mode:

Because HTML5 form validation is enabled by default, it is much easier to create form validation errors after that has been disabled. I used this contrib module for disabling the HTML5 form validation: https://www.drupal.org/project/disable_html5_validation .

Ensure that form element error state is visible on Windows high contrast mode.
