Create a stable release

Since this was opened over 4 years ago, this module now has over 6K users. Even without all the features in the MVP above, folks find this module useful. Can we reconsider if we can just release a stable release as-is, or commit ✨ Allow permanent redirect instead of temp redirect Needs review and move this along? I have a client who insists on stable release modules, so it is causing some issues that there isn't a stable release. For them, stable also means that security support is possible.

Now both of the blockers are green. Hopefully that helps move this ticket along.

In reviewing the issue queue, 🐛 Disable Language redirect infinite loop RTBC is also RTBC and would be another quick fix to land before tagging a release.

🐛 Block access to translations of disabled languages Needs work was in RTBC, but IMO still needs some work. But I'll leave that up to a maintainer to make that call.
