I fall into this infinite loop of redirection when I disabled Spanish language and tried to log in as a user that has this disabled language as its preferred language for the site. The expectation was for the user to be redirected to English language. However, this resulted in an infinite loop of redirection and broke the site. This issue only occurs when the 'URL' is unchecked and the 'User' is checked in the Language Detection Method. For recreating this issue please follow these steps;
1: Login as 'Admin'
2: Navigate to: Configuration >>Regional and language >>Languages >>Detection and selection
3: Uncheck the 'URL' option
4: Check the 'User' option
5: Save settings
