When language is disabled, it shouldn't be available on content translation pages. Tweaking content translation tables is bit problematic, as there's no way to easily alter them , see for example:

Some possible ways to alter content translation tables are:
- Alter entity.{entity_type}.content_translation_overview routes and override default controller
- Preprocess table and add manipulate output of content translations table
