Allow to display/log E_USER_DEPRECATED messages

Problem/Motivation

Static analysis tools like our phstan based toolsets can't identify all deprecation issues, and not all functionality is covered with tests, especially not custom code in projects.

Proposed resolution

Allow to show deprecation messages like regular php notices/warnings. Could be a new error level setting but it might be tricky to handle performance-wise as we'd need to check the setting very early.

It certainly is, I even commented there. The other issue doesn't yet cover skipped deprecations however, which is IMHO important because without that, you're going to get a _lot_ of noise.
