The sidebar region is available on the maintenance page, but not on the normal page. I don't think we'd actually use it in core, but it might be useful for core.
My use case is that we have a custom set of admin pages that need a sidebar. We can certainly extend Claro via a subtheme to make it happen, but given that the region already exists in Claro, I'm wondering if it's better to just let people use it if they want to.
I'm happy to provide a patch for this, but I figured it'd be better to ask about it first in case there's a strong reason to not enable this region.

I too miss the sidebars in Bartik, Drupal 9. Reading the forum on this, it does not seem there is a way to add sidebars to Claro in Drupal 10
