Drupal 7 variables have 2 counterparts in Drupal 8: configuration entities and states.
While configuration entities have destination plugin in migrate module, states do not.
Create "state" destination plugin. Add it first to migrate_plus module, move to core after the work is finished.

The state may not be the correct destination for migration data. Especially, when importing large amounts of data this will conflict with the new cache collector for the state service → . It might be better to use the key-value storage.
