Use a different form mode when editing block content in an inline block

Creating or editing an inline block in Layout Builder uses the 'edit' form mode for block content. Since editing in LB occurs in a sidebar, it might be useful to be able to use a separate form mode (right now it uses 'edit', falling back to 'default') so that widgets and widget settings might be changed.

    This issue is being reviewed by the kind folks in Slack, #needs-review-queue-initiative. We are working to keep the size of Needs Review queue [2700+ issues] to around 400 (1 month or less), following Review a patch or merge request as a guide.

    This will need test coverage for whatever decision is made.
    Could you update the issue summary with the use case for this feature? Sounds interesting as editors may want a "simpler" form when in layout builder. Think it will need a configuration feature for sure.

    If this requires a schema update that will need an upgrade path.
