Add setter for targetEntityTypeId and targetBundle in FieldConfigListBuilder

This came up as a daily triage target for the bug smash initiative.

This is just refactoring I think, so moving to a task.

Nothing much seems to have changed here in the intervening years, so this is still an DX improvement we can do I think.

Added a patch for 11.x

Reroll needs versions to be updated.

Updating the drupal versions.

Version updates still need to be done
