Sort image style configuration

Image style configuration can have sorting issues that result in configuration diffs that have unnecessary changes.

Sort effects using the new schema sorting.

Image style config sorted correctly - will need a post update to resave image config to fix this.

Tested locally by adding some image styles with just letters and verifying they sort alphabetically.

Think we need move ImageUpdateEffectOrderTest to src/Functional/Update and update needed paths for that.
