Use modals for creating, updating, and deleting workflows, with a new DialogFormTrait

Reroll of #249 for 10.1.x

Fixed failed commands on #258
Attached patch against Drupal 10.1.x
keeping it in needs work for other failed commands need to be fixed.

Here's a proper reroll of #249, because #258 was missing some changes to WorkflowEditForm.

Also fixed #241 1. and 2.

Note that the accessibility problem with the delete dialogs is also present on the entity delete operations (from 📌 Use a modal for entity delete operation links Fixed ), so I think it should be addressed more generally rather than in this specific patch.
