I have a site with three language (EN, DE, ES). DE is the default language. The language stored in some config files changes from en to de on import.
The langcode should not change.

(Drupal 8 Multilingual Initiative) is the tag used by the multilingual initiative to mark core issues (and some contributed module issues). For versions other than Drupal 8, use the i18n (Internationalization) tag on issues which involve or affect multilingual / multinational support. That is preferred over Translation.

Does this problem still exist on Drupal 10 or later? This might be a duplicate as well. I think I have seen similar issues.
