If a PHP notice/warning/etc is triggered during an Ajax request, then even if the site is configured to display messages to the screen, it still won't display.
This seems like a bug to me.

After being applied to the 8.x branch, it should be considered for backport to the 7.x branch. Note: This tag should generally remain even after the backport has been written, approved, and committed.
