Initial number of fields visible on the form should be configurable for fields set to unlimited value

I came here as part of triaging ✨ Remove auto added empty field from multiple values field. Needs work .

There is work to resolve this in 🐛 Fields with unlimited cardinality show 1 extra input field Needs work . I have created a patch from the diff and uploaded it. It should make a good start on resolving this.
