This is now Postponed. The status is set according to two policies. The Remove a core extension and move it to a contributed project → and the Extensions approved for removal → policies.

So actually looking at this again not sure it applies anymore. With help remaining in core and tour in contrib think keeping them separate is best.
Especially with all the work and improvement help has gone through this last year.
