Write tour integration for the first page after install showing extend and other things

This extension is being deprecated, see 🌱 [Meta] Tasks to deprecate Tour module Fixed . It will be removed from core and moved to a contrib project, 📌 [11.x] [Meta] Tasks to remove Tour Postponed .

This is now Postponed. The status is set according to two policies. The Remove a core extension and move it to a contributed project → and the Extensions approved for removal → policies.

So thinking about this some I don't think it's something we should add. Frontpage could be anything once configured and tours don't have the ability to run only once during install. Olivero I think does a great job of giving some intro text after install.

I'm all for adding additional tours for other modules (currently working on some) but this one I think missed the boat.

If anyone strongly disagrees feel free to reopen.
