I think this can be closed as outdated.
Seen a good amount of tickets trying to move code out .inc files so this seems counter that.
As a follow up for #1322890: Add a property to .info files to allow modules to specify required php extensions → , we need to look at how the system module handles compatibility requirements and consider by moving the non-form related code into module.inc.
