I agree with #3, this is outdated. For example. the comment changes in the patch were removed in #2575869: Remove all remaining usage of deprecated UrlGeneratorInterface::generateFromPath() and delete it → is 2015.
Similar to #1305378: Tokens should use $options['langcode'] and not need a language object → it would be better to use langcode in url and l.
Now that more and more things use langcode internally they would have to load the language.
