Local settings, including database settings should now be in the settings.local.php. That was added in #1118520: Add inclusion of a settings.local.php file in settings.php β to Drupal 8.
I am closing this as outdated.
The settings.php file is getting out of hand. Most of the database documentation in the file relates to multi-site setups, or master-slave set-ups, or other less common drupal set-ups. All this information makes it really hard to find the simplest and most-common way to enter your database connection information. (which doesn't appear until line 104). Can we please move this section right to the very top of this file? After we cover the most common use-case, then we can explain that there are other ways too. But let's not get into all that until after we give the people what they want. :)
This issue is slightly related to #481000: Make settings.php more usable β but is more in line with @ksenzee's comments.
DX has to include new Drupal developers too. They're very likely to hunt around for "the config file", find it, and try to figure out what it's doing. That introduction to Drupal should not be a WTF.
