Add a unified way to alter entity and bundle forms

Currently in D7 we can alter entity forms by using hook_field_attach_form(), but there is no consistent way to alter bundle settings forms (e.g. content types, vocabularies, etc). I propose we make hook_entity_form() and hook_bundle_form() (or hook_entity_bundle_form()) and so that other modules can standardize and re-use code without having to mis-use a field hook.

I think this issue is outdated as we currently have hooks to alter at bundle and entity level ?

The hooks are not enough, they are not consistent, especially around bundle forms. Some support third party settings, some do not.
