config_split_ignore requires config_ignore version 2.

Yes, this is not supported currently, matching conditions for deletion rules should be changed in ConfigSplitIgnoreFilter.php to support wildcards.

The patch deals with placeholders incorrectly. The resulting query has multiple placeholders having the same name.
