Navigate to Theme Settings ('/admin/appearance/settings/dxpr_theme') and go to the Block Design section. In the Block Design section, locate the Divider Element options. Under this, set the following:

-- Divider Color: Change it to None.
-- Divider Thickness: Set it to 0.

You don't need to disable navbar toggler feature simply don't add your menu block in Header form and Primary Menu Region. It will not convert your menu in toggle button (Hamburger menu).
