Strange hr element in block

Hello @robbnl Can you provide me more step to regenerate this issue i couldn't find this attached screenshot.Please review and let me know.

Hi, thanks for getting back to me.
Don't know what the problem is with the screenshots, I see them with my post. So I don't know what to do about that.
But if you want to you can see this behavior on one of my live websites: https://drupaltips.eu/
If you look at the blocks on the right hand side onder the title: Content Categories you will see this strange occurence right above the first item Bulk Edit.

Navigate to Theme Settings ('/admin/appearance/settings/dxpr_theme') and go to the Block Design section. In the Block Design section, locate the Divider Element options. Under this, set the following:

-- Divider Color: Change it to None.
-- Divider Thickness: Set it to 0.

I tested this with a subtheme and there was still a strange hr element displayed.

@lagupe Have you configured the theme as suggested here ?
