Another patch replacing the === operator with == as the latter does not care about the order of the array keys.
Answering my own question:
MenuBasedBreadcrumbBuilder.php, line 406 - last_url route parameters are sorted alphabetically (see MenuTreeStorage line 390)

Did you manage to figure out why the order is different? I have the same issue.
If you try for example to print a page with the word ' Türkiye' in it it prints correctly?
The exception is thrown when the default view is disabled.
