Empty detection in theme doesn't work anymore due to <drupal-render-placeholder>

Problem/Motivation

Upgrading to the latest version of Drupal 11 we now have the issue, that due to
<drupal-render-placeholder> being output even with |render used, we can no more detect the header block to be empty or not.

Seems something changed in core so that this is now default for views blocks?

Steps to reproduce

Proposed resolution

Force rendering the header image blocks to be able to use the empty detection, so we can decide which header slide or fallback to show.
