AI Content Suggestion: Change the message when no provider is available

Problem/Motivation

When no provider is available or enabled. The "Settings for plugins" shows "Below is a list of the available plugins you can use to analyze your content." which is not correct because the list is not appearing as no provider is configured yet.

Steps to reproduce (required for bugs, but not feature requests)

  1. Enable the AI content suggestions module
  2. Go to /admin/config/ai/suggestions
  3. Note: Do not configure any provider or enable any provider module.

Proposed resolution

Show a message to configure/enable the provider first to see the list of plugins.
