Fix gitlab CI FFI issue

Still php next minor has an issue; hard to say if its buried in 🐛 Fix failing pipelines Active when that gets resolved upstream in search_api

Fixed in 1.1.x, can be backported+merge into 1.2.x I think - running pipelines on those to check

Unrelated phpstan error, not sure how to target only phpstan next minor in the ignore... will leave it as needs work in case someone else knows how - but 1.1.x and 1.2.x are sorted at least so moving to minor.

1.0.0 is being worked on here 📌 Tests are currently failing due to newer phpcs rules Active together with some other failures due to gitlab template updates. Will set this to done.
