\Drupal::$container is not initialized yet

Problem/Motivation

I'm getting the following error when running drush cr on Drupal 11.1, gin_lb 1.0.0-rc8 and gin 3.0.0:

\Drupal::$container is not initialized yet. \Drupal::setContainer() must be called with a real container.

Steps to reproduce

This is caused by gin_lb_module_implements_alter and probably also the changes in Drupal 11 related to hooks.

Proposed resolution

Remove Drupal\gin_lb\HookHandler\ModuleImplementsAlter and move the code back to the hook.

+1 this should be committed, we can eventually use Hook attributes in a class for this once the minimum version is 11.1.0
