Fix Drupal.Commenting.FunctionComment.Missing in views plugins, pt 1iles

Seems pretty straight forward.

I thought maybe the functions in core/modules/views/tests/modules/views_test_data/src/Plugin/views/query/QueryTest.php could be inherited for some reason but locally tested and I was wrong.

Needs a reroll, fine to self RTBC

Rebased, linting has passed, although other tests are still running.
