Drupal 11 compatibility fixes for User email verification

i have fixed the issue.

I reviewed this issue and the changes looks good to me as there are no errors after applying MR-8.
Thus moving to RTBC!!

The issue summary suggests that also src/Plugin/RulesAction/UserEmailVerificationVerifyUserEmail.php should be changed, but the merge request does not change that file.
The composer.json file is not necessary for compatibility with Drupal 11.

The issue summary needs to be updated: It just says which files should be changed, but it does not describe what needs to be fixed, and why.

As mentioned in comment above please provide more clean description of an issue & a proposed solution.
Also, module does not have a "hard" dependency from Rules module, see https://git.drupalcode.org/project/user_email_verification/-/blob/8.x-1.... line.
