A regression was introduced in 8.x-3.0-rc14 where the "Preview" button is showing in the sticky form action bar for an entity form even though the preview functionality is disabled. I have tested in 8.x-3.0-rc13 and the issue does not exist. The issue currently exists in 8.x-3.0-rc14 and 8.x-3.x-dev.
