I'm taking a look at this issue. I'll update here once I've made some progress.

It is possible to open the token browser more than once, which leads into a lot of redundancy. Plus the list of available links in the voiceover rotor is already long if only a single token browser dialog modal is open but with more than one modal it becomes overwhelming.
Click the Browse available tokens link more than once and drag the token browser dialog modal in the bottom right corner and you will find more token browser dialog modals underneath.
As soon as the first token browser dialog modal is invoked prevent the invocation of any more token browser dialog modals on subsequent clicks of the Browse available tokens link
