Cannot login with username having format of email

Problem/Motivation

After updating from 10.2.7 to 10.3.2, accounts with usernames in the form of an email and blank email can no longer authenticate.

Steps to reproduce

1) Account account creation route
2) Leave email blank
3) Enter an email in the username field such as a@b.com
4) Enter any password
5) Select any role
6) Save the user
7) Try to authenticate

This behavior was not happening prior to update.
