[PP-1] Drupal 11 (10.3 as lower)

Not easy to achieve because of dependencies. But we can start with bumping the constraint to ^10.3. I have some good reasons to propose that:

When this module will be mature enough for production, 10.2 will be history.
Would allow to align code better with D11. (e.g., we can migrate everything from annotations to PHP attributes, drop more deprecated code, etc)
We can update flexible_permissions to 2.0.0 which already gets rid of variationcache in favour of Core similar and just wraps around Core's new access policy system. Note: Unfortunately, Group 3.3.x is not yet aligned with this version and will need some work there too, but once done we can also update Group tp 3.3.x

Ahh, sorry, created 📌 Drop core 10.2 support, make plugins use PHP attributes Active before checking the rest of the queue. It can be a step for this bigger issue.
