[policy] Determine design for forms that have multiple actions

Problem/Motivation

A followup was asked for in 📌 Separate the menu settings from the 'add link' button Postponed to determine the design for forms that have multiple actions, such as admin/structure/menu.

There are existing issues in core proposing different solutions, all postponed for 8 years.

There is no standard for this at User interface standards . Is is somewhere else?
