There is a workaround that I found: https://www.drupal.org/project/drupal/issues/3384600#comment-15214487 🐛 Don't hide permissions local tasks on bundles when no permissions are defined Needs work is a patch that can be applied to core 10.3.x and turn off the unneeded warnings.

Drupal 10.3.2 solved this for me.
