Fixes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies.

I have created a new branch, made the old branch hidden as there was a lot of out of scope/unnecessary changes in it.
The added constraint looks to be working fine.
This needs to be reviewed, and then we can tag it as "Need tests".
