Create Drupal 11 readiness issues automatically?

Problem / Motivation

Drupal 10 readiness issues were created automatically some time in advance for Drupal 9, which was great! I am not sure how much in advance they were created ...

Since Drupal 11 may be released late July 2024 -- only six weeks from now -- perhaps it can be done for Drupal 11 as well? I see that users have started creating them themselves. So maybe it's too late?

There are still many projects that do not have an automated Drupal 11 readiness issue created. For example, both masquerade_field → and openid_connect_windows_aad → do not have an "Automated Drupal 11 compatibility fixes" issue.
