opentelemetry_logs missing module dependency

Problem/Motivation

When installing the module in my composer project, during drush config:import the opentelemetry_llogs module gets installed before opentelemetry itself. This is causing errors during config import due to missing service definitions from opentelemetry module.

Proposed resolution

Add the the module dependency
