If this is not the expected behavior this should perhaps be changed to a feature request.

How to reproduce:
Add an url parameter for any test view with a page URL, like
edit[field_animal][widget][0][target_id]=87
go to the page url and pass the parameter, like
/testview?edit[field_animal][widget][0][target_id]=87
Try to do something with the parameter, it won't work, behaves as the parameter isn't there.
Please steps to reproduce to the issue summary. These should start from a Drupal install so others can reproduce the bug. Ideally refer to default content structures for the greatest ease in reproducing the bug.

Step to reproduce were asked for here and they haven't been supplied. Speaking for myself, there isn't enough information here to reproduce this. Since that information is needed and it hasn't been supplied, I am closing this issue.
If you are experiencing this problem, re-open the issue. Then add the standard issue template β and complete the 'Problem/Motivation', 'Steps to reproduce', and 'Proposed resolution' sections. Leave the other sections empty for use by other contributors.
