Link not clickable in Views Edit page when JS disabled

Problem/Motivation

There is a bug when we disable Javascript on views edit page, the first link of views-tabs is not clickable due to the unusual width taken by navigation toolbar.

Steps to reproduce

1. Goto admin/structure/views/view/content
2. Disable Javascript for the page
3. Reload the page
4. check the first link(Page) in the Displays Tabs is not clickable.

Proposed resolution

The toolbar is taking the extra width which doesn't allow the link to be clicked.

I would better resolve it in main issue about no-js behaviour:
