Default Value is not reflected properly in the field settings.

Problem/Motivation

The value of upper limit and lower limit which we have updated through the field settings, is not reflected properly in the form. But the validation for the upper and lower limit is working fine.

Steps to reproduce

  1. Enable paragraphs_limits module
  2. Go to field settings of a paragraphs field and change the Reference method field to "Paragraphs with limits".
  3. Update the upper/ lower limit for a particular paragraph. Save it.
  4. Try to edit field settings again. You can't find the previously set value. It's showing 0.

Proposed resolution

There is no such key in the configuration named as handler_settings due to this the #default_value for the upper and lower limit field is not fetched properly.
