All external URLs need to open in New tab

Problem/Motivation

There are still some external URLs that do not open in new tab. Some URLs were fixed in External URLs need to open in New tab 📌 External URLs need to open in New tab Fixed but still we have some URLs opening in same tab especially the module project URLs under SEO and Performance and Security tabs.

Steps to reproduce

Goto to Configuration page /admin/config/development/launch-checklist
Click project download links under the SEO tab, project page opens in same tab

Proposed resolution

Open all external links into new tab. So, user will not loss their configuration settings values.
