Improve links on /admin/people/roles

This is a follow up to #393406: "Edit" links on roles admin page are confusing to users: "Edit permissions" should be the primary link → . That issue has a commit and was set to 'Fixed' but it was re-opened because the work was not complete. But since, there is a commit I will close that one and I am creating this one. I find it easier to do git archeology when an issue has only one commit without a revert as well.

Make "Edit permissions" the primary link.
Change the "Edit" link to "Edit role", this is to restore the Drupal 7 behavior.

Think this should go through usability.

Personally I think "Edit" is fine but still has an accessibility issue of duplicate links on the page "Edit" or "Edit role" doesn't work for screen readers. So if we are updating we should fix the accessibility issue.

Also order I believe is fine but will leave for usability team.
