Automatically open tour for the first time

Won't lie this seems like specific functionality that may belong in a contrib that builds off of tour vs being in the main tour module.

If it does stay in this module it may be a sub-module so it doesn't interfere with the main functionality.

Seems like a duplicate of ✨ Opening of page with tour listed in help section should automatically start tour Postponed: needs info where there is code.

I have needed this on projects and come up with solutions placing a link to the tour in a simple_popup_block block.

It would be nice to have it in the module, but does add cookie complexity.

Not opposed to it but would want it as a sub-module or config controlled so those who don't want it don't have to.

Also in 📌 Follow-up for #3051766: Create API for tour items to replace use of drupalSettings Active @ksenzee mentioned something similar 2 years ago. I reached out on slack and should be opening a ticket for they wrote.
