This was recently fixed in 📌 Simplify the workspace conflict validator Needs work .
When content is added to a sub workspace and then merged to Staged but not yet published to Live, it is not possible to edit that content in the Stage workspace and it seems like it should be since it's been merged in. This could be related to https://www.drupal.org/project/drupal/issues/3438769 🐛 Sub workspace does not clear Closed: duplicate .
Edit content on a sub workspace. Merge the sub workspace into Stage. Try to edit that content in the Stage workspace. Get the message, "The content is being edited in the Dev workspace. As a result, your changes cannot be saved."
