Civictheme does not display webform tooltips properly

Confirming that I am also getting this on CivicTheme 1.7.1. Subscribing.

@gargsuchi @xamount While installing the theme with webform is causing errors . While visiting /admin/structure/webform , the theme is showing errors . Attaching screenshot for reference.

I've recreate the issue & debugged on that.

Noticed that in the civic theme, there is a structural issue as the span for help text isn't there but in other themes its have.
Hence theme maintainer need to modify the code to include help text with icon.
