This is just a core version requirement bump, so it could be committed. However I think the value of this module has gone down now that drupal supports this out of the box by having the new annotation.
For this reason I suggest to make a drupal 11 compatible release and after that this module should either be unsupported or it should use the new format.

That's probably fine, though I think there are still some unsupported hooks. For example I could not get Paragraphs ones to work with Core yet https://www.drupal.org/docs/contributed-modules/formalter-as-plugin/alte... → - so it could be that we need this module a little longer (or maybe I just haven't done it right!)

In any case I tested upgrading to D11 and my form alters continue to kick in fine, so perhaps no harm in merging and releasing to give people time to transition to the new oop hooks.
