Top menu area get regressed

I have checked this issue on my local . i couldn't able to reproduce this issue as well as i think the header doesn't need any style changes. @ivan.mihailov, can you please guide me how we can reproduce this issue

Here is an overlay of the old Drupal8 running site and our new Drupal 10 Dev build. it's a bit easier to see the flaw now.

this header really doesn't need to be wrapped with bootstrap classes, we have too much going on. Still not clear where the break is -- assigning to myself.

have discovered all scss is still as needed. the problem is the install of sshop itself is not setting the navbar to fixed (we do enforce fluid-containers). sshop should pre-install with setting.
