I contacted all the maintainers who can add new maintainers/co-maintainers. This is the message I sent to the project owner.

May you post a comment on https://www.drupal.org/project/projectownership/issues/3420445 💬 Offering to maintain module 'commerce_usps' Active about accepting or declining the offer? Without a comment posted in that issue in the next 14 days, skaught will be probably made maintainer.Drupal.org site moderators / project moderators will not change the existing maintainers/co-maintainers nor the project owner. Co-maintainers cannot change the existing maintainers/co-maintainers. Maintainers cannot change the project owner.
I am contacting every person who can add maintainers/co-maintainers for that project. In this case, that is five people.

Hi,
We can consider adding maintainers after several valuable contributions.
This doesn't seem to be the case here as I haven't seen a single patch submitted by @SKAUGHT to date.
The main issue requiring attention was RTBCED recently, I committed the patch and tagged both a 7.x and a 8.x release. - 🇨🇦Canada SKAUGHT

very nice to see a release!As you can see from my own d-org profile I do maintain several projects, always happy to help! I will continue looking into some of these remaining 30+ open issues across this project.

There is a lot of work that needs doing for this module and very little of it requires maintainer access. Providing quality merge requests for issues with tests goes a long way towards getting them committed.
